You are fortunate, as you have both a male and a female Sago Palm. What you are describing are the male and female flowers of the Sago Palm, which by the way, is not really a palm at all.

Palm Trees for Zone 9
It is important to note that in Zone 9 the average annual minimum temperature is between 20 and 30 degrees Fahrenheit. For this reason, consideration should be given to the cold tolerance of a palm tree.
